updated the rules and prizes. I want to talk to Tony first about the cash prizes so while they may still be a part of it I am leaving them off till a confirmation. Basically I working towards the big contest. The game creation contest.

Any entrant completing a tutorial will also receive a Hobbyist license of the Indie Game Engine.

we might have to change that to top 10 runner ups. We need plenty of prizes for the other planned contests.
