Runescape was made with Java as an applet game. I believe it uses JOGL, which is the Java wrapper for OpenGL.

It would basically be impossible for one person to create it from scratch. But if someone did have tons of experience with Java and JOGL, it would likely take them about 5 years or more to create the entire server, applet and all the content. While Runescape was originally created by two brothers, the original version was nothing compared to what it is today. The version today has been developed over several years by a fully-staffed, large development company.

A more realistic goal is using an exiting game engine that can run in a web browser such as Unity 3D.

Depends on your determination.

Lets say you have a good idea.. your world idea is something unknown, undone, super interesting, something that you honestly believe will draw enough people in time to your concept.

Start, get your concept up and running, Work on it, get your game concept down on paper, write some blogs about it, and .. DO IT.

Eventually you will draw some people that will like your game and decide to help you, eventually further your game will become something that people want to play.

Don't forget along the way, even if no-one ever likes your game or plays it, you will learn, your mind will expand and your experience will increase (you'll probably level up a few times)

Yes, I have for a while (a month) when it was in BETA!

I played in Alpha server as well: Started the IAC, which by the way (don't tell anyone) is now still active but not public anymore.

My topic which by far had the most posts in the beginning of the game: http://forum.grepolis.net/showthread.php?t=365

First IAC thread: http://forum.grepolis.net/showthread.php?t=322

A lot, as it looks like a pretty professional game. I pulled up a couple of videos on YouTube of the gameplay, but I cannot tell if it is Flash or AJAX (leaning towards AJAX). It could likely be done in either one. However, it would be a mammoth project to make a game such as that, and it would require a ton of original art work as well.

Honestly, don't look at other games and ask "how can I make that?" Just look at the tools and tutorials that are available to you and see what you can reasonably make. You have to start small, because only having some small successes along the way will keep you interested to the very end and give you the experience to work on larger, more complex things. You will lose interest long before you finish a huge, 3 year project if you don't.

Judging from page refreshes, it is definitely not flash.

If it is still like I remember it, it would take 3- months on it.

Actually, after re looking at it, the gui has changed, e.g. better map system, better in game info, etc. E.G. 4-5 months

If you:
stay committed
spent 6 days a week, 6-10.
have adequate php/mysql/javascript knowledge
do not include graphics (besides map engine) but only gameplay.

An alternative would be to do a flash map, which is (in my opinion) easier.
