K i know that shiva and unity will both deploy to iphone. Both are very expensive to do. What else is there? What is the cheapest but easy way to develop a Iphone app from a PC?

Yes, but it's probably best to avoid it. I played a game made with it and it took forever to load, and sometimes wouldn't load at all.

Honestly, there is no best way to develop IPhones games from a PC. Even virtual Mac OSX installations on PC won't run the IPhone SDK correctly. God I hate Apple.

Soo...are Macs really just PCs with Mac OSX in them now? Because they cost about $1,500 more than a comparable PC would ever since they changed to Intel-based. Soo...you are basically paying $1,500+ for an OS and an Apple logo?
