Looking for a tool that may not exist

I am subscribed to a couple of online courses. Each of these gives me links to a number of PDF and/or video files each week, which I download and work through as part of the class. Later on, they may go back and add files to that week's listing. The files are simply listed at download links on an HTML page for that week (they are not on any kind of FTP system).
I want to check periodically to see if any new files have been added to a particular week without having to manually go through and click each week's page to see? It seems like the easiest way would be to have an offline copy of the web page that displays the listing for that week and then have something that could periodically check the URL and compare it to my offline copy to see if there are any changes I need to download. Is there such a tool that would do that?
I'm using Chrome BTW, if that matters.
