I went into the Wix editor and came up with this mockup. The main navigation links are at the top, and the mockup shows each page can have up to 18 sub navigation buttons. The header bar will be done all graphically later.

What do you think of the overall layout?

Looks pretty good, but the nav column on the left side looks a bit plain. Maybe even just some rounded corners to break up the rectangular look could help
