How would one approach the creation of NPC characters and missions/quests for a PBBG game?

These are pretty broad questions. The best I would suggest is to search those terms in the forum search function, as I know we just had a big discussion about quest systems the other day, and I know NPCs have been requested as well. I just can't find them right now scanning the index page, but I am sure they could be found in search :)
